Larry Eugene Carter, age 54, of Clay City, Illinois passed away Saturday, August 16, 2014 at Barnes-Jewish Hospital in St. Louis, Missouri.
Larry was born September 28, 1959 in Abilene, Texas to Joseph Leslie Carter and Joyce Darlene (Wheeler) Carter Cook. He married Lisa Moseley. Larry joined the Clay City Fire Department on January 3, 1984 and recently retired this past January after 30 years. It was during those years that he served as Fire Chief and Assistant Fire Chief. Larry completed his Firefighter 2 certification and from 1987-1994 had advanced training and was certified in open water diving. He worked for J.W. Rudy for 12 years and on May 19, 1995 began working as an EMT/Paramedic for Clay County Ambulance, becoming lead medic and supervisor. He was instrumental in the organization and implementation of 911 in Clay County while serving on the 911 Board, and also served as Clay County Deputy Coroner for Gary Bright and Wes Miller. Larry’s lifetime of service to Clay County will best be remembered by those he assisted in urgent circumstances, providing comforting words and an understanding smile when needed most. His grandkids were Larry’s top priority and in keeping with his willingness to help others, he became an organ donor. In his free time, Larry enjoyed hunting, fishing, and riding his Harley.
Larry is survived by his fiancée: Tammy Dulaney of Clay City; mother: Joyce D. Cook of Clay City; 2 daughters: Leslie Carter (Mick Spitzner) of Clay City and Nikki (JC) Masters of Flora; step-son: Nick (Sylvia) Sharp of Clay City; 2 brothers: David Carter of Clay City and Jimmy Carter of Xenia; 4 grandchildren: Dakota, Carter, Brayden, and River; 3 step-grandchildren: Ava, Madison, and Colton; a nephew: Blake Workman; and a special buddy: Springer. He was preceded in death by his father, 2 step-fathers: Bill Whitfield and David Cook, maternal grandparents: Harry and Violet Wheeler, an uncle: Charles Carter, and an aunt: Lorene Wilkerson.
A service to celebrate the life of Larry Carter will be 11 a.m. Friday, August 22, 2014 at Frank & Bright Funeral Home. Visitation will be from 5-8 p.m. Thursday at the funeral home. The family asks that memorial donations be made to Clay City Fire Department and will be received at the funeral home. There aren't enough words to describe how much I loved this man, from a very young teenage girl up to his last breath. He was there as a friend thru a lot of things in my life. I will always love you Larry. Rest in Peace my friend. Prayers for Leslie,Nikki and all his family.

I have so many fond memories of Carter. My favorite is that he always let me pinch his cheeks on both sides and would just laugh and smile. It's something my Dad always did to me when I was little. My prayers are with the family at this difficult time.
Sympathy is extended to the family. Sorry for your loss. As a direct beneficiary of Larry's dedication and expertise , it can be said with certainty that Clay County has lost a true asset.
Larry was one of the very best in EMS. When I was new to the ER, he was so very kind and taught me an immeasurable wealth of information. Some of that was not strictly related to health care, and cannot be repeated in all forms of society. That, however, was one of Larry's endearing traits. He made people laugh and feel better about life. I miss him.
Larry will be greatly missed by his colleagues, and the entire county. I remember back in December 2000 when I needed an ambulance. As I lay on the garage floor with my knee busted up from a fall, while waiting on the ambulance, all I could think of was hoping it wasn't as bad as it felt. Then the ambulance arrived. Larry listened as my husband told him how I had fallen and landed and that I hadn't moved at all since. Then he turned his attention to me and started idle chit chat to take my mind off injury. He then said, "you know I am going to have to cut this leg off these jeans?" I told him okay. He laughed and said, "not the leg, just the jeans." After being assessed in the ER and waiting 4 hours for Effingham to call back with saying I could be transported, Larry kept sticking his head in the room to see how I was doing. When it came time to leave I had decided I did not want to ride in the ambulance. So, Larry and Tony Schwarm lifted me up and got me situated in our van so my husband could take me. Larry had a very special gift of knowing when to be serious, and when humor should be inserted. He and Janet Hall gave me excellent care that day and did their magic by keeping me calm. While I was recuperating at St. Anthony's from surgery, Larry checked with my husband a couple of times to see how I was doing. There will never be another Larry. My deepest sympathy to his family.
He was a great man and helped the community so much and will be missed !
I am very saddened to hear about Larry's passing. He was an awesome man and he will be missed terribly. Please take some measure of comfort in knowing that your dad was loved and appreciated by so many.
To the memory of a man who would help anyone in need, regardless of who, where, and when. Also to one of the two men who first showed up to help save my life 30 years ago.

Everyone in the E.R. knew "Janet's daughter is terrified of needles" but Larry would walk in and say "turn your head and don't look" and before I knew it he would have the IV started and be grinning at me like see that didn't hurt. I was always happy to see him if I had to go in there. He had the biggest grin and his laugh was contagious. I know that him and mom are up there laughing and talking about all three babies and watching over all of us. Love you girls and thinking of you! If you need anything at all please let us know.

I had the privledge of working with Larry while employed at Clay County Hospital, we worked side by side on care-calls, some funny and serious conversations. Larry was the best at what he did, he could be funny and serious at the same time. He took care of patients like they were personal friends of his. I always said if i was in need of an ambulance that i hoped Larry would be the paramedic. Such devasting news when i heard. My thoughts and prayers are with his love ones. I feel blessed to have worked with and known him. RIP Larry you will be missed and never forgotten.
Great man that loved what he did! He has transported my mother to Mt. Vernon on a couple of occasions and she thought a lot of him as well! You will be missed Larry! Prayers for your family!

Remember growing up down the road from you when we were in junior high/high school. You boys were always riding bikes and goofing off together. Your smiling face and wit will be missed .
So shocked to hear of the loss of Larry. Spoke with him about 3 weeks ago and he was his jolly self and seemed to be really positive. Was telling me he was going to have to have a transplant I asked him if he was still able to get out and ride. He said kind of depended on how the temp. was outside but did as much as he could. It amazed me how up beat and was not discouraged such a great out look. I feel God knew how much Larry loved living life and if he was not going to be healthy enough to live the life he loved then God decided to take him home with him. We pray that God's love makes Larry's family's grief bearable.

Larry, my prayers are for your family as I know they are hurting right now. Your loss is so great for them. For you I am happy as I know you are with The Lord and now there is no pain and sorrow. You will be greatly missed.
Larry will be greatly missed, the amount of care he gave the county, not only as a Paramedic and Firefighter. But also as friend. I worked with Larry at the Clay City Fire department are can say that if you didn't know what to do at times, Larry was there to show you how. Larry was my mothers favorite at the hospital. He was the only one that could get an IV in her. In return for that special gift that he had Mom would make him his favorite. RUM CAKE. Enjoy those RUM CAKES Larry, and give my parents hugs for me.

Lisa, Leslie & Nikki, I am so sorry about Larry. I know he is in a better place, and someday you will all be together again. Just think about how nice his Heaven-Harley is. We have a lot of fun memories of Larry. He will most certainly be missed by all.

Through tears of sadness I type this out! To a friend and cousin that was a blast to be around! I'll miss your smiles and jokes and all there is to miss! We had a good talk the last ride y'all gave me to Mt. Vernon to save my life, I'll never forget it!
